The Scope of ProCert

Our role in the construction process is to manage the process of inspecting and certifying buildings and projects. We are registered, independent consultants who carry out our duties in accordance with building control regulations. We take a holistic approach to managing, monitoring and guiding the design team to ensure compliance with statutory requirements under the Code of Practice for Inspecting and Certifying Building Works and other applicable legislation.

Once a project is completed, we certify that the works are in compliance with Building Regulations and meet the criteria of the Inspection Plan in accordance with the relevant Codes of Practice. The design team for a project will also be required to demonstrate and document that they have exercised the necessary skill, care and diligence in its execution.

Our Professional Process

Expertise, inspection, document management, certification and training are the key elements that underpin our process. We collaborate with multiple teams of professionals using our skills and experience to give clients a proactive service that limits any issues or costs that could delay project completion.

Pre-contract Assessment

The first step is assessing the documentation prepared by the design team to ensure they satisfy the building regulations. Where required with appropriate design team inputs, we can provide pre-commencement design certification.

Inspection Procedure

We prepare and coordinate the inspection plan based on a proven format we have established in consultation with the Royal Institute of the Architects of Ireland (RIAI), Engineers Ireland, and Irish Building Control Institute (IBCI). We record all inspections carried out and document remedial works identified via our internal quality assurance systems.

Programme Management

We prepare and manage the programme for inspections and certification throughout the construction process. We handle the submission of statutory notices via the BCMS website in collaboration with the client’s representative.

Certification & Quality Assurance

ProCert monitors and reports on the progress of the contractor in supplying sub-contract certs for design, construction and materials during the project. We submit completed inspection plans, records and the Certificate of Compliance on Completion to achieve the goal of registration.

BCA Liaison

ProCert liaise with the local Building Control Authority (BCA) where appropriate to, provide clarification or answer any queries arising from document submissions.

Our Platform for Compliance

The contractor and design team can upload information to us via our web-based, simple, user-friendly system. Ancillary Certificates, Material Data Sheets and CE Certificates along with Declarations of Performance are supplied by the contractor while the design team add drawings and specifications together with Inspection Reports.

This information is organised by the ProCert personal and the client team has access to reports and a one-page live summary, which gives an appraisal of the compliance performance of all parties. Once all the relevant information is compiled, it is then packaged and submitted to the appropriate Building Control Authority via the BCMS to achieve a successful registration of the project on the Building Register.
